操作方法：
首先打开steam的设置界面。
选择网页浏览器，然后点击删除网页浏览器缓存。
再点击删除所有浏览器 COOKIE，并点击确定
接着，我们去电脑硬盘中打开C:\Windows\System32\drivers\etc文件夹，并用记事本打开hosts 文件。
然后把hosts文件内的内容替换成以下内容（复制粘贴）：

当粘贴内容到hosts文件中后，接着保存hosts文件即可。
保存后，我们找到桌面上的steam图标（没有就创建一个），选择属性，在“快捷方式”栏目中找到“目标”在软件的路径后面加入空格-community="httPS://steamcommunity.com" ，然后点击确定。注：如果提示快捷图标出现问题，那么则是因为我们在目标路径后面没有加空格。
最后我们按下键盘上的WIN+R键，我们在打开中输入“CMD”然后输入netsh winsock reset，此时我们再次登入steam的时候，你会发现steam103的问题就已经解决了。
